· General instruction
1.The unit undertaking the construction of clean room and related controlled environment (hereinafter referred to as clean room) shall establish a quality management system in accordance with the relevant provisions of this specification.
2.Construction units shall compile the construction organization design, formulate the construction procedures for specific projects, and carry out quality control over the whole construction process according to the procedures.
3.During the construction process, it is strictly prohibited to change the system, parameters, equipment selection, supporting facilities and main use functions without authorization in violation of the design documents. It is strictly prohibited not to implement the provisions of the mandatory provisions of this Code. When modifying the design, it shall be confirmed, signed by the original design unit, and approved by the construction unit, and executed after notifying the supervision party.
· Construction deployment
1.The construction organization design should make clear the location of the project, the general situation of the whole project, and the general situation of the clean room project.
2.The construction organization design should make clear the quality target, time limit target, safety target, environmental protection and energy saving target of the clean room project.

· Construction measures
1.The following quality assurance measures should be taken during construction
a.Establish the second level quality assurance system of the company and the project management department, establish the project quality responsibility system in which the project manager is the first responsible person, cooperate with the relevant departments, and establish the quality management network.
b.Strictly according to the construction drawings and related specifications. It is strictly prohibited to alter the drawings without violating the design documents; it is strictly prohibited to remove and modify the supporting facilities such as water, heating, electricity, gas and communication without design confirmation and approval of relevant departments.
c.Implementation of the construction personnel listing system, strict self-discipline.
d.For incoming materials should be in accordance with the provisions of spot check, testing, qualified before use.
e.Work instruction should be compiled for key technologies, key processes and special difficulties.
f.The model system construction should be carried out for the key parts, and large-scale construction should be carried out after the approval of the owner and the supervision engineer.
g.The installation and commissioning of pipes, equipment, etc. shall be completed before the construction of the building decoration and decoration works, and when it cannot be completed in advance, it shall be completed before the construction of the decoration and so on.
h.The construction inspection record and construction acceptance record and other records should be filled in time to make the documents synchronized with the project.
i.For special production procedures, special procedures must be formulated, construction personnel should be proficient in the provisions of special procedures.
